No, it doesn't mean that at all. As you say later, a set requires enough wagons from the set to match the power of the engine. It's not necessary to include every type of wagon, or even every type of wagon that can be bought for gold. The Adler set is a perfect example of this. The locomotive has power 4, so you just need any four wagons from the set. You can just use four Adler 2nd Class and that's fine. You don't need to include an Adler Mail, even though that's available for gold.
Also, note that contracts no longer use the term "complete" when describing sets. A set is not a set if it's not complete.
Yes, your statement is correct. The phrase, "everything you can buy for gold" inaccurately describes set construction. I wrote it that way because the original question was concerned only with not spending gems. At the time, I decided that a protracted discussion of how to construct a set was both unnecessary and unwanted. When a different person added a separate but related question to the thread 1.5 YEARS later, I expanded on my original answer, then providing the explanation which you referenced, repeated, and criticized me for omitting initially.
Also, note that changes to set construction rules occurred nine months after the original question and the original answer. I prostrate myself before you and beg forgiveness for my abysmal failure to anticipate the change so I could give an answer that would hold inviolate for all time. OMH, i just figured it out ! It's not under the "general" shop icon in home town. To access this shop you need to open Johann contract were it asks for Adler set and click on the train icon next to where it says 0/3
The Adler 1st Class and Adler 3rd Class aren't needed for building the .
Four wagons, in any combination of mail wagons and/or 2nd Class, are enough to construct the set.
But all parts of this set, as shown in my pic from 02.09.16, should be available in the shop. If not, it is a bug, and you have to raise a support-ticket to TrainStation.
I have sent this bug already to TS in Sept., but the answered that they need a player-Id from an affected Player.
